STATE ECONOMY — STAMP
DUTY REBATE
1240. Hon JACQUI BOYDELL to the minister representing the
Treasurer:
I refer to the government's
announcement of a stamp duty rebate on the purchase of new-build apartments as
a method of stimulating a stifled economy.
(1) Has any
modelling been done on the impact that this policy announcement will have in
regional areas versus the metropolitan area; and, if not, why not?
(2) Is the
Treasurer able to provide us with any information on the percentage of foreign
buyers versus residential buyers who have purchased new residential apartments
over the years 2017–18, 2018–19 and 2019 to date?
(3) Does the
government accept that raising the payroll tax exemption threshold would be a more
effective method of stimulating the economy across the whole of Western Australia?

I thank the honourable member for
some notice of the question.
(1) No. The policy applies
statewide.
(2) No. Available
data on foreign buyer purchases does not identify the type of residential
property. However, foreign buyers make up less than two per cent of the total
housing market.
(3) The government has acknowledged
that payroll tax relief is desirable.
