representing the Premier:
I refer to the greenhouse gas
emissions guidelines released by the Environmental Protection Authority on 7 March
2019.
(1) Will the
Premier advise when he first became aware of the EPA's decision to
require proponents with scope 1 emissions in excess of 100 000 tonnes per annum
to offset the residual net direct emissions associated with the proposal?
(2) Who advised the Premier on this
matter?
(3) How was the Premier advised—verbally
or written?

I thank the honourable member for
some notice of the question.
(1)–(3) As
previously stated, the greenhouse gas emissions guidelines were still being
amended by the EPA up to the morning of the announcement. The Premier became
aware of the contents of the proposal at the time they were announced.
