GORGON GAS PROJECT —
CARBON DIOXIDE INJECTION
543. Hon TIM CLIFFORD to the Minister for Environment:
I refer to Chevron's Gorgon
gas carbon capture and storage system on Barrow Island and Chevron's
failure to adequately begin sequestering carbon from when operations commenced
in July 2016.
(1) Has Chevron
proposed any alternative offsets to ensure that the project meets the carbon
injection requirements as per condition 26.2?
(2) If yes to
(1) —
(a) what has been
proposed; and
(b) how much CO2
does Chevron propose to mitigate by offsets?
(3) If no to (1), what course of action will the
minister take to ensure that suitable alternative offsets are pursued?

I thank the honourable member for
some notice of the question.
(1)–(3) Ministerial statement 1136, published on 29 May
2020, amends condition 26.2 of ministerial statement 800. The amended
condition requires that on a five-year rolling average at least 80 per cent of
reservoir carbon dioxide removed during
licensed gas processing operations on Barrow Island that would be otherwise
vented to the atmosphere is injected. The first five-year period is
reached on 18 July 2021. If the chief executive officer of the Department of
Water and Environmental Regulation finds that the condition has not been
complied with, the CEO may then exercise any power in respect of the
noncompliance that is exercisable by the CEO under a written law and report it
to me. DWER will continue to monitor compliance with this proposal and advise
me accordingly.
