CITY OF MELVILLE — INQUIRY
      914. Hon NICK GOIRAN to the Leader of the House representing the Minister for Local Government:
I ask this question on behalf of Hon Simon O'Brien, who is away on urgent parliamentary business.
I refer to the inquiry announced into the City of Melville.
(1) What are the full terms of reference?
(2) Who will conduct the inquiry and what is their level of experience in these matters?
      (3) Concerning the reported 300 complaints received since 2014 about the City of Melville, how many of these are multiple complaints from the same person or related entities; and how have they been handled by the department?
Hon SUE ELLERY replied:
I thank the honourable member for some notice of the question.
(1) The terms of reference state —
          1. Council's relationship with the City of Melville administration.
              2. The adequacy of council's policies and procedures, including, but not limited to —
                  (a) the manner in which the city and council deal with complaints from members of the public;
              (b) management of public question time;
              (c) public access to information; and
                  (d) adherence to council policies and procedures by the council and City of Melville administration.
          3. Acquisition of land.
          4. Any other issues that are determined to be of relevance to the above.
      (2) A senior investigations officer within the governance branch of the Department of Local Government, Sport and Cultural Industries.
      (3) To ensure the integrity of the inquiry, it is essential that the private and confidential nature of the complaints is limited to the authorised officers of the inquiry. All complaints are managed through the department's internal complaints policy and procedures.
