Question

(1) can the Minister provide the latest Annual Average Daily Traffic Volumes (AADT) and the peak hourly morning and afternoon volumes for Stirling Highway both east and west of Dalkeith Road?
(2) can the Minister also provide this same data for each of the previous years 2019, 2018 and 2017, to show how traffic volumes have changed over this time?
(3) in relation to the proposed new commercial developments to the south of Stirling Highway, between Stanley Street and Dalkeith Road, has Main Roads or any other department undertaken any traffic modelling or studies to determine the likely increased traffic volumes as a result of this development?
(4) if yes to (3), can the Minister advise what the increased traffic volumes will be on Stirling Highway, Dalkeith Road, Stanley Street and Edwards Street between Stanley and Dalkeith Roads, as a result of the development?
(5) has Main Roads recommended any changes to the road network, including signaling and signage, to cater for the anticipated increased traffic volumes and flows as result of this development?
(6) in relation to the proposed residential development to the north of Stirling Highway between Dalkeith Road and Baird Street, known as the Chellingworth site, has Main Roads or any other department undertaken any traffic modelling or studies to determine the likely increased traffic volumes as a result of this development?
(7) if yes to (6), can the Minister advise what the increased traffic volumes will be on Stirling Highway, Dalkeith Road, Baird Street, Bedford Street and Carrington Street as a result of the development?
(8) has Main Roads recommended any changes to the road network, including signaling and signage, to cater for the anticipated increased traffic volumes and flows for this development?

Answered on 17 November 2020

(1) For the 2019/20 reporting period:

 

-          Stirling Highway east of Dalkeith Road: 33,560 average vehicles per day

-          Stirling Highway west of Dalkeith Road: 31,635 average vehicles per day.

 

(2) Traffic counters were not present at this site prior to the 2019/20 reporting period.

 

(3) Proponents of land use developments, and their planning/transport consultants are required to assess the potential transport impacts on the surrounding area as part of the statutory planning approval process.

 

(4) N/A.

 

(5) Under the former government, plans to widen Stirling Highway were cancelled following concerns regarding potential impacts to properties.  On 6 November 2016, former Planning Minister, Hon Donna Faragher MLC said the current Stirling Highway would “sufficiently cater for future traffic volumes”.
