ENERGY TRANSFORMATION TASKFORCE — WHOLE-OF-SYSTEM PLAN

965. Hon TIM CLIFFORD to the minister representing the Minister for Energy:

I refer to the Energy Transformation Taskforce's whole-of-system plan.

(1) Will the minister confirm that the whole-of-system plan excludes an emissions reduction objective for each scenario modelled?

(2) Given that Australia has a national commitment to reduce emissions to 26 to 28 per cent on 2005 levels by 2030 under the Paris Agreement and Western Australia has a net zero emissions target by 2050, why has an explicit carbon target not been incorporated into the modelling?

Hon STEPHEN DAWSON replied:

I thank the honourable member for some notice of the question. The following information has been provided to me by the Minister for Energy.

(1) The whole-of-system plan does not model an emissions reduction objective.

(2) The WOSP forecasts the technologies and investments required to meet the assumed electricity demand under four demand scenarios, using input assumptions on costs and capabilities of both existing facilities and new types of generation and storage facilities. As the commonwealth government has not specified the mechanism by which the national commitment to reduce emissions by 26 to 28 per cent is to be achieved, it is not possible to include emissions reduction as a cost input for the WOSP modelling. The emissions outcomes that result over the 20-year horizon under the four different scenarios is an output of the model.
