Question On Notice No. 3344 asked in the Legislative Council on 21 October 2020 by Hon Robin Chapple

Question Directed to the: Minister for Regional Development
Parliament: 40 Session: 1


Question

I refer to the answer to question on notice 1725, asked in the Legislative Council on 31 October 2018 by Hon Robin Chapple, and I ask:
(a) how much has the Western Australian Government spent on the Broome Growth Plan to date;
(b) why was the Broome Growth Plan not advertised for public comment;
(c) can the Minister explain why there is no longer a Broome Growth Plan website;
(d) is the Broome Growth Plan a statutory document;
(e) is the Broome Growth Plan considered a Western Australian Government document:
(i) if no to (e), whose document is it;
(f) who is implementing the Broome Growth Plan;
(g) is there a memorandum of understanding (MOU) between the organisation implementing the Broome Growth Plan and the Western Australian Government:
(i) if yes to (g), will the Minister table the MOU; and
(ii) if no to (g), what is the understanding between the Department and the organisation implementing the Broome Growth Plan;
(h) does the organisation implementing the Broome Growth Plan have Government representatives working on it:
(i) if yes to (h), who are those representatives;
(ii) if yes to (h), how do the Government representatives report back to the Government on how the Broome Growth Plan is being implemented; and
(iii) if yes to (h), do the Government representatives keep notes or receive minutes from meetings with the organisation that implements the Broome Growth Plan:
(A) if no to (h)(iii), why not;
(B) if no to (h)(iii), how is the community expected to have an understanding of the undertakings of a private organisation that is implementing a Government funded initiative; and
(C) if yes to (h)(iii), will the Minister tables the notes and minutes given the Broome Growth Plan was created and funded by the Government;
(i) does the organisation implementing the Broome Growth Plan have a constitution, governance framework and charter:
(i) if yes to (i), will the Minister make these publicly available given the role of the organisation in implementing the Broome Growth Plan;
(j) has the Government provided any funding to the organisation implementing the Broome Growth Plan:
(i) if yes to (j), how much and when;
(k) who are the directors and office holders of the organisation implementing the Broome Growth Plan;
(l) is it possible to become a member of the organisation implementing the Broome Growth Plan:
(i) if no to (l), does the Minister consider this limits public involvement in the organisation; and
(ii) if yes to (l), how does one become a member of the organisation;
(m) is the Minister aware of the fact that an organisation called Broome Futures Limited (initially funded by oil and gas company Woodside), subsequently changed its name to the Broome Future Alliance Ltd and has now changed its name to the West Kimberley Alliance received a substantial amount of funding from Lotterywest for a report on developing the Kimberley;
(n) is the Minister aware that there is not one mention of renewable energy in the Broome Growth Plan despite strong representation from the community in a public meeting by the Broome Growth Plan consultants to have it included in future plans
; and
(o) does the Minister consider the lack of focus on renewable energy in the Broome Growth Plan concerning:
(i) if no to (o), why not?

(a) $1,289,588.18

(b) Developing the Broome Growth Plan was already a comprehensive exercise in public consultation.

(c) The Broome Growth Plan has been finalised, the Broome Growth Plan Partnership no longer exists and there is no ongoing funding for the hosting of websites (the Broome Growth Plan is available online through the websites of the Shire of Broome, the Kimberley Development Commission and the West Kimberley Alliance).    

(d) No.

(e)   Yes.

            (i) Not applicable.        

(f) The Broome Growth Plan is primarily an outline of the shared priorities and principles of the participants in the Broome Growth Planning Process, including representative organisations, community groups and members. Any interested party may undertake initiatives in Broome in line with those principals and thereby contribute to implementing the Growth plan.

(g)   No.

            (i) Not applicable.

            (ii) The Kimberley Development Commission was consulted in the drafting of the constitution of the West Kimberley Alliance whose objects are consistent with the Commission’s objectives and the purpose of the Broome Growth Plan.

(h) The West Kimberley Alliance has no paid employees. Two Board Members hold their Board positions by virtue of their positions in State Government as a requirement of the West Kimberley Alliance Constitution.  

           (i) The Director Regional Development for the Kimberley Development Commission and the CEO Kimberley Ports Authority are Board Members of the West Kimberley Alliance.

           (ii) Both individuals have reporting obligations through their employers on a range of issues of relevance to government. None of those issues are relevant solely because of any mention in the Broome Growth Plan and there is no specific reporting to Government on implementation of the Growth Plan.      

           (iii) Minutes are kept as required by the organisation’s constitution. Members may keep their own notes of those meetings.

                        (A) Not applicable.

                        (B) Not applicable.

                        (C) No. The Minutes of the West Kimberley Alliance are the records of the West Kimberley Alliance which is not in receipt of any ongoing funding from the Kimberley Development Commission and therefore is not required to provide minutes to government.    

(i) The West Kimberley Alliance has a constitution as required under the Corporations Act 2001 (Cth) and a Governance Charter.  

            (i) No. The documents are not the property of the Government.

(j) Yes.

            (i) The government provided one-off funding to the West Kimberley Alliance and its preceding organisations via transfer of residual funds held by the Broome Growth Plan Partnership ($78,181.00) and via LotteryWest under a grant to Broome Futures Ltd. ($135,000 in 2016).

(k) Many organisations have a role in implementing initiatives consistent with the Broome Growth Plan. No single organisation has a carriage of implementing the Broome Growth plan. Currently the Board Members of the West Kimberley Alliance are the President of the Shire of Broome (Chair), the President of the Shire of Derby West Kimberley, the CEO of Nyamba Buru Yawuru, the President of the Broome Chamber of Commerce, the Director Regional Development of the Kimberley Development Commission, the CEO of the Kimberley Ports Authority, Mr Ronald Johnson, Ms Jodie Bell and Mr Andre Veder.  

(l) Yes.

          (i) Not applicable.

          (ii) Applicants must apply in writing to the secretary of the West Kimberley Alliance.

(m) Yes.

(n) - (o)  No.  The Broome Growth Plans principles of sustainable development and respect for the Kimberley’s special natural environment mean that any Renewable Energy proposals that are consistent with those principles are also consistent with the Broome Growth Plan
