Question

I refer to the Inspector of Custodial Services Report of an Announced Inspection of Banksia Hill Juvenile Detention Centre (April 2015), and to the Inspector’s finding that the "security classification process for detainees remained severely under-developed", and that there "was no established minimum-security regime, which was a missed opportunity to manage detainees in more flexible ways and provide a behaviour incentive for detainees", and I ask:
(a) has a new security and assessment tool now been developed;
(b) if no to (a), why not;
(c) if yes to (a), has the tool been implemented;
(d) if yes to (c ), please advise:
(i) the number of children and young people currently in Banksia Hill Detention Centre; and
(ii) how many young people have been assessed at each security classification; and
(e) if no to (c ), when will the tool be implemented?

Answered on 15 September 2020

(a) Banksia Hill Detention Centre is currently drafting a new security and assessment tool for finalisation 2021.

(b) Not applicable.

(c) The assessment classification tool remains an ongoing project and forms part of the broader implementation of renewed Custodial Operational Policy and Procedures project which is underway.

(d) (i) As at 14 September 2020 there are 83 young people at Banksia Hill Detention Centre.

(ii) No young people are currently classified under the proposed model.

(e) The tool is projected to be implemented mid-2021.
