DOMESTIC GAS RESERVATION POLICY — TRANSPARENCY

832. Hon COLIN de GRUSSA to the Leader of the House representing the Premier:

I refer to the Premier's changes to the WA domestic gas policy announced on 17 August 2020.

(1) Please detail requirements that will be implemented to provide greater transparency and increased reporting when it comes to supply and availability of gas in the market.

(2) Will any of the new requirements enhance transparency on sale arrangements entered into by suppliers and buyers of gas?

(3) Under improved transparency requirements, will domestic gas obligations of individual joint venture partners be disclosed?

(4) What component of the policy change will promote greater use of the huge arrears of gas reserves that have not yet entered the market and been made available for domestic users under the policy?

(5) Does the state government have a time line for industry to deliver the growing volume of gas arrears not yet made available for domestic users?

Hon SUE ELLERY replied:

I thank the honourable member for some notice of the question.

The Department of Jobs, Tourism, Science and Innovation advises the following.

(1) The government is developing an annual WA domestic gas commitment statement that will outline gas supplied and available to the market through domestic gas commitments. The department is consulting with domestic gas commitment holders and other gas market stakeholders on the content of the statement.

(2) Details of information to be provided on gas sold, contracted and available to the market is being considered as part of the consultation process for the statement.

(3) This matter is also being considered as part of the consultation process.

(4) Greater transparency will enable the market to have a better understanding of who is supplying gas and how much is available.

(5) The commitment to reserve gas, have infrastructure in place and market gas applies over the life of the project. The government monitors progress in the implementation of domestic gas commitments on an ongoing basis.
