GORGON GAS PROJECT —
CARBON DIOXIDE INJECTION
1317. Hon
TIM CLIFFORD to the Minister for Environment:
I refer to Chevron's Gorgon
gas carbon capture and storage system on Barrow Island and Chevron's
failure to adequately begin sequestering carbon from when operations commenced
in July 2016.
(1) Since
condition 26.2 of ministerial statement 800 was amended, how many tonnes of CO2
has been injected into Barrow Island?
(2) Since the
amendment of condition 26.2 of ministerial statement 800, how many times has
the Department of Water and Environmental Regulation reviewed compliance?
(3) Is the
minister confident that Chevron will meet the reservoir carbon injection target
of least 80 per cent?
Hon
STEPHEN DAWSON replied:
I thank the honourable member for
some notice of the question.
(1) In Chevron's
most recent ''Five-year Environmental Performance Report'', 2015–2020,
for the proposal dated 27 October 2020,
Chevron reported 2 707 092 tonnes of carbon dioxide equivalent as being
injected. This information is publicly available on Chevron's
website, and I table a copy of the report.
[See paper 4654.]
(2)–(3) In accordance with condition 26.2 of ministerial
statement 800, the injection of carbon dioxide is calculated on a five-year rolling average, commencing on 18 July
2016. The first five-year averaging period will be reached on 18 July
2021, which is when compliance with the condition can be determined. If the
Department of Water and Environmental Regulation finds that condition 26.2 has
not been complied with, the CEO may exercise any power in respect of the
noncompliance that is exercisable under a written law, and report it to me as
Minister for Environment.
