PERDAMAN UREA PLANT — KARRATHA

Minister for State Development, Jobs and Trade:
I
note the announcement from Perdaman Industries (Chemicals and Fertilisers)
states that the company will build up to 150 new houses for its workforce in
the construction of its $4.6 billion urea manufacturing plant on the Burrup
Peninsula.
(1) Has Perdaman
been in negotiation with the government over a land release for up to 150
houses, and has the government agreed to a land release for the houses?
(2) Will Perdaman have to pay for the land releases,
or will it be funded or financially assisted by government?
(3) What is the
breakdown of the expenditure of the $35.5 million for common-use
infrastructure, by item, to support this project?
(4) Why is the
government funding the relocation of the road, and not the proponent, Perdaman?

This question has been directed to
me, particularly because I assist the Minister for State Development, Jobs and
Trade and have carriage of this particular issue.
(1) Perdaman
Industries (Chemicals and Fertilisers) met with LandCorp in May 2019 to express
its broad intentions to house its Karratha staff, which could be accommodated
within currently available local landholdings. The delivery of 150 new lots and
houses will take a number of years and will require appropriate lead times to
plan and deliver.
(2) Perdaman,
like all resources sector companies, will need to pay for any land it acquires
for housing stock.
(3) The breakdown
of expenditure is as follows: $111 000 for option fee subsidies for the
Perdaman plant site; $1.1 million for detailed design works to relocate Hearson
Cove Road; $5 million to the Pilbara Ports Authority for detailed design works
for the extension of the Dampier Cargo Wharf; $2 million to the Water Corporation
for detailed design works for the expansion for the Burrup seawater supply
scheme; $14.3 million for lease subsidies for Perdaman's plant site,
subject to the final investment decision; and $12.9 million for the relocation
of Hearson Cove Road, the estimate of which is subject to the final investment decision.
(4) Hearson Cove
Road is not currently constructed on its gazetted alignment, and the relocation
of this road will de-constrain industrial land to support the development of
major industry in the Burrup Strategic Industrial Area.
