Terms of Reference:

(1)	That a Select Committee of four members is appointed, any three of whom constitute a quorum to inquire into and report on -
	(a)	the adequacy of the decision making process undertaken to determine that the provision of public obstetric services should be restricted in the metropolitan area to KEMH, the proposed Fiona Stanley Hospital and four peripheral hospitals, as outlined in the WA Health Clinical Services Framework 2005 - 2015 (September 2005), specifically the extent to which -
		(i)	the community was appropriately consulted;
		(ii)	the community views were incorporated into the decision making process;
		(iii)	the community received feedback about how their views were treated;
		(iv)	this determination had regard to evidence applicable to Western Australia in respect of service quality, service sustainability, risk management, cost benefit analysis, and consumer satisfaction; and
	(b)	the models of obstetric service being considered by the Government, including community based midwifery, and the extent to which -
		(i)	the community will be appropriately consulted;
		(ii)	the community views will be incorporated into the decision making process;
		(iii)	the community will receive feedback about how their views were treated;
		(iv)	this determination will have regard to evidence applicable to Western Australia in respect of service quality, service sustainability, risk management, cost benefit analysis, and consumer satisfaction.
(2)	The Committee, and the proceedings of the Committee, are subject to Chapter XXII of Standing Orders and it is to be regarded for all purposes as a committee appointed under that Chapter.
(3)	The Committee may present interim reports without a requirement for leave and is to report finally not later than 30 March 2007.
